ELIGIBILITY
This opportunity is open to Michigan artists who have experience with community based public art, a documented connection to one of the targeted Detroit neighborhoods, and artists who feel that their work could have applications in the realm of public art.
All applicants must have experience working with youth (ages 13-18).
Artists are expected to be involved at every stage of the public art project’s development including making themselves available for monthly artist workshops, community meetings, and public dedications.
*note: If you have participated in the past year’s project you are not eligible for this year’s grant.

What is community based Public Art?
Community based public art is long lasting, highly visible, outdoor art that creatively addresses community goals. Community goals are determined through a series of open public meetings. The project development is supported by a group of residents, stakeholders, and CPAD

PROJECT DESCRIPTION
community + public arts: DETROIT (CPAD) is a joint venture of College for Creative Studies (CCS), The Skillman, Chase, and Kresge Foundations. CPAD seeks to link Michigan artists and Detroit communities in creative partnerships to create public artworks that are artistically authentic while at the same time meaningful and engaging to community members. Projects are partnerships between artists, residents, stakeholders and CPAD

Building upon the spirit of collaboration, public participation, and community outreach that has been the hallmark of last year’s public art pilot initiative, CPAD and neighborhood art committees are calling for Michigan public artists to create long lasting highly visible projects that involve youth in six targeted neighborhoods. These youth are selected based on their art experience and portfolio through community and artist recommendations. The selected artist will be expected to mentor the youth giving them the opportunity to participate directly in the creative process.

The six targeted neighborhoods are: Osborn on the city’s northeast side, the North End/Central near Highland Park and the Lodge Freeway, Southwest and Chadsey/Condon areas of Southwest Detroit and Brightmoor and Cody/Rouge on the city’s northwest side.

BUDGET
Up to $40,000 is available for each neighborhood and shall cover all expenses for design fees and travel, participation in meetings and presentations, technical consultant’s fees (as necessary), the production, delivery and installation of the artwork, an identification plaque, and participation in a public dedication.

LOCATIONS FOR ARTWORKS
Each neighborhood art committee will select a location for their artwork. In the past, residents have had varied concerns and reasons for selecting a site. For example a neighborhood might want to enhance a community garden by adding sculpture, install a functional yet beautiful iron bench at a busy bus stop, brighten up a downtown area with a mural, or honor their neighborhood history and residents with a monument.

TIMELINE/ SELECTION PROCESS
Deadline for receipt of submissions is 5 p.m. EST
Advisory Council meets to select artists who will be included in the Public Art Roster
Artists who are included in the Public Art Roster will be notified within 3 (business) days of the quarterly review. The Public Art Roster will be made available to the Metro Detroit community
Community committees will select prospective artists from the Public Art Roster and invite their participation in developing specific projects. Artists selected by the community committee will plan and develop projects

SUBMISSION REQUIREMENTS
Artists may apply for the project as individuals or as an artist-team.
Applicants are required to provide the following:
1. Work Samples. No more than 10 examples of past work in either 35mm slides or digital files.
Digital file information: JPGs submitted on a CD ROM readable by a PC/MAC; 72 dpi minimum 300dpi recommended but no more than 8”x11”; save image as .jpg with a compression/quality setting of 9 (90%) or Medium; Total file size should be around 500 KB.All work must be numbered and labeled to match Work Sample Narrative. Artists applying as a team may submit up to 10 slides or digital files of each artist’s work but no more than 20 images total. Images can include youth artwork.

2. Work Sample Narrative Including: title of project, location of installation, and client(s), dimensions, materials, construction techniques, contractors, and total budget for the project.

3. Artist’s Statement (no more than one page in length) must identify the following:
• The type of neighborhood, environment for which you would like your artwork to be considered
• The process that you will use to gather inspiration for the work from the neighborhood, and how, as part of your working method, you will interact with the community
•Your experience/plans to include youth

The Artist’s Statement is an opportunity to share with CAPD and the Neighborhood art committees your vision and the conceptual approach you would take to this project in order to give us a sense of the quality of your thinking and level of expertise. Please note that specific project proposals are not requested at this time and will not be accepted. Neighborhood committees will select artists from among those included in the Public Art Roster who will be paid to prepare proposals during the next phase of the project.

4. If applying as an artist-team, in your statement please demonstrate a track record of working together and talk about the structure of your team including identification of your team’s contact person. Statement should be no more than one page in length

5. Professional resumes for all individuals, not to exceed two pages in length each.

6. List of references
Must include references from communities that you have worked in or are currently working in.

EVALUATION CRITERIA
Artists will be selected for inclusion in the Public Art Roster by CPAD and our citywide Public Arts Advisory Council based on the following:

  • • Professional qualifications and experience
    • Proven ability to take on a project of this scope.
    • Artistic quality as shown in the submitted materials
    • Durability of past work and appropriateness to it’s location
    • Demonstrated ability to work with government agencies, designers, committees and community groups in the creation of a project
    • Conceptual approach to the project as indicated in the Artist’s Statement
    • Proven connection to the city of Detroit and targeted neighborhoods
    •Demonstrated ability to engage youth in your art making process
